My intention was not to replace the wiki pages, but to have the same
information also in a NEWS file.

The reason why I'd like to have a NEWS file is that it's a nice and
standard thing to have for people who download the tarball, and it's
also nice to have all release notes in a single file for answering
questions like "in which release was this change made". Sure, it's
possible to go to the news archive in our wiki and open all release
notes in tabs, but I believe a single file is more convenient in some
cases (like text search). Also, argument from authority: systemd has a
NEWS file too ;)
