As a result of discussing this in the weekly meeting in IRC, I changed
the "allow_suspending_on_idle" argument name to "inhibit_auto_suspend".
This change reversed the meaning of "always" and "never", and the option
"only_with_monitor_sources" had to be changed to
"only_with_non_monitor_sources". The changed patch has been pushed to
master.
