Is there any functional difference for a user (not an admin) between
shipping a symlink in /usr and in /etc ?

The changes an admin makes on /etc should be preserved on upgrades,
while there is no such expectation for /usr, so distributors should
probably run systemctl --global enable on install[1].

For a user, both configurations seem to be equivalent. The user cannot
disable it, only mask. Or is this understanding wrong?

[1] Maybe preset would be a better option, but the manpage says
--global only works with enable or disable.
