Yes, it is related. The Makefile rule that the patch touches only 
applies if the README file does not exist or is older than README.html. 
If you want a workaround that works with 2.0 and are satisfied with a 
README file that comes with the package, then you can pass a 
"--disable-lynx" argument to the configure script.
