Unfortunately, there's no command line tool for interacting with
module-stream-restore, nor any other way to achieve what you want. It
would be possible to write such program, because module-stream-restore
provides the necessary protocol for that, and in fact it would make
sense to support this in pactl, but nobody has written the code.
