[ANNOUNCE] Python libpulse 0.6

'libpulse' is a Python interface to the Pulseaudio and Pipewire pulse
library.

This release fixes the problem that 'pactl.py' cannot be run as a script:
the new 'pactl-py' command is created by the pip installation process and
runs the pactl.py module.
