comments:
1. PR should accompany releases. Text can be simple. Quotable statements
solicited and text begun on release of RC1 - i.e. as soon after 19 November
as possible. completed text due on Dec 3 for final editing and formal
approval. advance posting on 10th. or something close to this date.
2. relying on Bugzilla mechanisms, with attachment flags for tracking,rather
than module maintainers, seems clearer, more efficient, and less prone to
misunderstanding.
3. re rejection time limits. to avoid misunderstandings, it is important
whatever the number of days, that when questions are raised and if the
author/submitter or his/her representative is not reachable, then the patch
can be postponed to the next release. if this is policy, then there can be
no bad feeling.
