[Roadster] The import process

On Sunday I went ahead and started prototyping an incremental
improvement to the TIGER import process.  It's not yet split out, but
it'll be easier (i.e. no FIPS codes, no downloading ZIP files yourself).

I've attached a screenshot of the new TIGER import dialog.

Still gotta clean up the code, but this should go in before the weekend.

Next target, the database...
