[SCIM] freature request .. option for SCIM on all unicode

I was using SCIM with en_US.UTF-8,
until recenty, scim no long works..

after invergration, I found that I have
to add en_US.UTF-8 to scim-table/*/*.txt

I think it would be more converance if you
could provide a per-user setting for enabling
scim in any unicode locale
