[SCIM] Bug: Fail to load scim-chinese if it's installed in /usr/local

Hi James and Cougar,

I just realized that the developers don't know a bug in scim-chinese,
while it's quite well-known among the users.  So I am reporting it in
Bugzilla:
    https://freedesktop.org/bugzilla/show_bug.cgi?id=1144

Basicly the problem is a hardcoded path string, which causes
scim-chinese module fail to be loaded if it is installed in /usr/local
-- whichi happens quite often, since that's the default location if
people compile from source.
