[SCIM] errors during make

I've installed scim as well as tables package. However, it doesn't 100% work.

1. It seems there is some permission problem. If I use scim as a
normal user, I will get a panel with english only. Neither input
methods nor conf modules can be loaded. Can you tell me the default
path of these files so that I can correct their permissions?

2. Even in root, I can only use scim im_module (in gedit and gaim).
I've set the XMODIFIERs variable to @im=SCIM. What else should I do to
make it work as a X input method?

3. I also installed scim-chinese package. The installation didn't give
me any error. But I don't know how to enable the pinyin input method.
I can see it in the setup gui (under IM engine), though.
