[SCIM] Smart Chinese IM and Supported locale

Hi,
If you are using scim 0.99.3. You may just edit /etc/scim/global file
and modify the line "/SupportedUnicodeLocales = en_US.UTF-8" to
"/SupportedUnicodeLocales = en_US.UTF-8,fr_FR.UTF-8".
