[SCIM] BUG: locale dependency of SCIM's gtk2-immodule

This is certainly incorrect. GTK+ 2 apps can store UTF-8 data into a 
file in any locale. X-Chat, for instance, uses UTF-8 no matter what the 
users chooses for the rest of the system. Only by changing some options 
can another encoding be used.
