SSIA. Continuous bandwidth monitoring is necessary for adaptive WAN
optimizations like choosing more CPU-heavy but less network-demanding
compression algorithms, disabling effects and so on.

Assingning to server as it should do most of the work but it might need changes
in protocol as well.
