qxl drivers (*) do not handle multifunction=on correctly. I believe they never have.
I don't know when libvirt started adding mf=on.

* I think just the windows one but haven't tested the linux one and
besides I don't think any release of it supports multiple monitors, which
is the only use case for multiple qxl devices.
