Yes, that's true except for apps using libjpeg8-specific APIs.
libjpeg-turbo was built upon libjpeg6 and it seems it's hard for them to
implement some of the new features in libjpeg8. But libjpeg-turbo is indeed
a drop-i replacement for the common part of the API between libjpeg6 and
libjpeg8.

spicy knows how to use libjpeg-turbo specific features, so if it's compiled
with libjpeg-turbo installed, decoding should be faster.
