During development, I find it much better to use -Werror since most
gcc warnings point to actual issues with the code these days. However,
since warnings tend to come and go depending on your compiler version,
distro patches, ... having -Werror forced in released tarballs is annoying,
thus spice configure only enables by default when building from git.
