You can configure spice-gtk --without-sasl.

You might be interested to use openftd repositories, see
http://fedoraproject.org/wiki/MinGW/CrossCompilerFramework for
instructions. I have packaged a number of spice-gtk for Windows
dependencies there (the only missing atm should be cyrus-sasl).
