I've done some debugging on this, there are 2 problems:
1) My F-14 virtual machine image was apparently subtly broken,
it would boot with qemu-0.15 but not with 1.0-rc0, however my
F-16 image boots with both. Attempting a grub-install definitely
wrecked my F-14 image, but I was planning on retiring that image
anyways

2) I could not see the boot failing with my F-14 image and qemu-1.0rc0
since it does not show vga graphics over spice. My F-16 image boots
fine, and once it switches to X I can actually see that it has booted
fine ...

I've tried using the seabios from qemu upstream, that actually breaks
things completely both with 0.15 and 1.0

I've also tried upgrading vgabios to the new 0.7a (I've rebased
patches for that now if you want to update the Fedora package),
but that does not help. The new package I created does still work
fine with qemu-0.15 ...
