We are aware of this, spice-server is already capable to filter agent
messages, which we currently use to allow the admin of the vm to enable/disable
copy-paste support, we can use the same mechanism to filter out file transfer
messages.

Although I think we do need a new agent-channel message send from the server to
both client and agent to let them know that certain features are disabled,
so that a proper error dialog can be shown.
