Ideally, only spice-common would have a smartcard flag, and it would
default to autodetection of whether to enable smartcard or not depending on
libcacard availability. See spice-gtk --enable-smartcard 'code' for an
example on how to do the autodetection. I'm not 100% sure if it's easy to
reuse 'USE_SMARTCARD' from spice-common in spice/, any chance I can trick
you into trying that?
