I'm not 100% sure what you are referring to with 'Spice' here, if you mean
spice-the-protocol and want to reimplement handling of this protocol from
scratch in your application, then you can do whatever you want.
If you are referring to the spice client libraries (spice-gtk), they are
licensed under LGPLv2+ and as such can be used for free in commercial
products as long as you abide by the license terms. This includes providing
the source code for spice-gtk + modifications you may have made in some
situations and various conditions like these, careful reading of the
LGPLv2+ is highly recommended if you are not familiar with this kind of
copy-left licenses.

I'm not overly familiar with these other protocols, but I think they have
some similar goals, though SPICE is mainly focused on virtual machines at
the moment.

It can be used to access Windows desktops running in a virtual machine, I
don't think anyone has tried to get windows desktops running on physical
hardware go through SPICE yet.
