enable_jpeg == low_bandwidth_setting_pre_migration &&
jpeg-commpression_enabled (qemu command line option)
However, the ACK_WINDOW size is set according to
low_bandwidth_setting_pre_migration, and is independent of enable_jpeg.
So if jpeg is disabled due to qemu user settings, after migration, with
your patch, the window size will change.
