I'm afraid these instructions are outdated, the client has been removed
from spice.git, nowadays you should use spice-gtk/virt-viewer as a spice
client. There are prebuilt Windows binaries at
https://virt-manager.org/download/
These are cross-compiled from a linux machine with mingw.
