I've seen partial downloads of this happen in some circumstances (not
clear when/how this happens). When this happens, you get this error. Can
you check the file size and its md5?
Should be 4678249 bytes long with md5:
edb7d4c8b65ac371c8a3df207f922a26 spice-guest-tools-0.100.exe
(alternatively, you can check the GPG signature of this file).
