[Spice-devel] [PATCH VDAgent-win] Update the display configurations only when needed

This patch saves unncessary calls to set_displays, which updates the
display configurations. This patch enhance user experience as
updating the display configurations causes the screen to blackout
temporarily.

Tested on both Windows 10 and Wdindows XP.
