[Spice-devel] [spice-server] Update NEWS for 0.12.8 release

Hey,

I'd like to get a new stable release out just to fix these 2 CVEs.
No need to check git log to see if the NEWS file is correct as there were only
4 commits related to these CVEs. I'm sending this so that you can let me know if
there are more commits you think we should get in before a release.
