This is all the parts of the usbredir lz4 compression with the latest fixes
and according to the proposed changes by Frediano

  Usbredir: enable lz4 compression
  Compatibility with the improved lz4 protocol
  Avoid from sending data that is not compressible with LZ4
  Update required spice-protocol to 0.12.12
