rhel7.3beta  currently has
libvirt 2.0.0
mesa-libGL 11.2.2
mesa-libGLU 9.0.0
spice-server 0.12.4
qemu-kvm 1.5.3
qemu-guest-agent 2.5.0


If this is enough then centos 7.3 will be able to use gl.
