You can make it a shared library that modules needing its functionality
are going to link with. This implies stable API/ABI.

Or just make it a part of spice-common? (no submodule or anything, just
add the code to spice-common). Since you are saying half a dozen
projects will need it, I would suspect a submodule is not the way to go.
