There are some situations that this makes sense, like:

  if (foo_get_debug()) {
    do_expensive_debug()
  }
...

If debug is turned off, we don't need to iterate in a list of plugins to
get their names.

With that said, I think your patch is fine and I also agree with the
removal of G_UNLIKELY bit.
