Note in particular that this will make it impossible to build on a RHEL-7
platform, since it lacks both Meson and Python 3 in a standard install
AFAIK.

Given there's no RHEL-8 yet and RHEL-7 is actively maintained with SPICE
bits have frequent backports & rebases, it might be a little too soon to
drop RHEL-7 by killing autotools IMHO.
