[Spice-devel] spice-streaming-agent build with cmake

Can you write some notes on how you did it?
It would be helpful to have it in a README.md file.

This project (spice-streaming-agent) came in a period while we were trying
Meson for some other projects (and possibly we are slowly still moving),
but for Windows cmake is a better solution.
