While running "systemctl --system daemon-reload", we see calls like "systemctl
start nginx.service" fail. Once the reload is complete, services can be
manipulated again. This is particularly visible on systems with large numbers
of units because systemd takes longer to reload.

The expected effect of a daemon-reload would be having "systemctl start
nginx.service" block until the daemon is reloaded and has processed the "start"
request.
