I am running a Fedora 19 Live system and I am trying to use systemd.setenv to
set an environment variable that I would hope is passed all the way through to
the user logged into Live system.

[liveuser at localhost ~]$ cat /etc/redhat-release 
Fedora release 19 (Schrödinger’s Cat)

[liveuser at localhost ~]$ cat /proc/cmdline 
... systemd.setenv=FOO=BAR ...

[liveuser at localhost ~]$ env | grep FOO

--> Nothing - I would have expected FOO=bar
