I've encountered this issue on an opensuse 13.1 install, which is systemd 208.
I have noticed that this only happens for me whilst I don't have log level set
to debug. As soon as I turn on debug log the delay vanishes (helpful).
I'm not sure if it's related, but when I shutdown any SSH client is not being
disconnected.
systemd[1]: user at 0.service stopping timed out. Killing.
