output of console (systemd.journald.forward_to_console)

Just running poweroff/systemctl shutdown/reboot/systemctl reboot, from zsh on
an autologin console for root. Sometimes there is no delay, but other times 90
sec delays appears. There is no error displayed about timeout.

systemd[1]: user at 0.service stopping timed out. Killing.
