ReserveVT will only reserver the one tty specified, that's all. It has no
effect on the VTs below it.

The man page is pretty explicit about it, no: "Configures the number of *one*
virtual terminal..."

Hence X11 on tty3, tty2, tty4, tty5 are completely expected.
