I don't think there are any projects requiring gettext 0.19 yet. All I could
find is hello-c-gnome3 example in gettext itself:

Glade/GtkBuilder and .desktop support might also be relevant:

I also noticed a project using intltool 0.50 or newer to get rid of the .in

intltool 0.50 first appeared in Fedora 17 in late 2011. I'm sorry I couldn't
help you more, I'm not a programmer or anything.
