The rationale details is in the console-setup bug report:

In short, to properly handle unicode braille on the linux console, one
has to load braille glyphs. Rather than extending each and every font to
include braille patterns, systemd should provide a way to load a second
font for braille patterns.

The same holds for cyrillic, greek, etc.
