The network-macvlan flag for nspawn creates a non-stable mac address, even in a
reboot of a container.

It appears that in 216 there was a fix applied to solve the problem for
netowrk-veth, but wasn't applied for macvlan.

The macvlan has several benefits over veth, namely that it doesn't require
setting up a bridge network, and that the virutal interfaces created cannot see
the global or neighbor traffic received of the physical interface.
