if either of the following lines is in /usr/lib/tmpfiles.d/tmp.conf

    d /tmp 1777 root root 10d
    d /var/tmp 1777 root root 30d

then the problem occurs.

my rather limited understanding is that these lines should just ensure that the
specified directory should exist and, if it does not, to create it.  it seems,
however, to do more than that and a lot of file and directories are removed.
