Otherwise on kdbus systems networkd's policy won't be loaded and
Failed to register name: Operation not permitted
Could not connect to bus: Operation not permitted

This is explained in the comment in systemd-resolved.service.

Idea: make a network emergency mode where networkd configures all interfaces if
possible and ignores all failures.
