[systemd-devel] force-reload should be ReloadAndRestart, not ReloadAndTryRestart

I checked several different init scripts from different packages and
all of them unconditionally (re-)start service on force-reload.
systemctl currently tries to execute ReloadAndTryRestart which fails
if service is not active. This breaks existing scripts that expect
service to always be available after force-reload. Am I missing
something?
