[systemd-devel] systemd "hangs" for several minutes on shutdown if it gets "service force-reload" request

Just out of curiosity, what vnstat does? Is it a daemon that keeps
running or just run-once that accounts something in summary files? In
any way seems a stranger that should not exist.
