Hmm, to figure that out one would need to have a closer look on what the
transaction is about, i.e. more context around the kmsg excerpt you
posted. One of the other jobs of the transaction must have pulled this
in, hence try to track down with "systemctl show" what might be pulling
in the .device unit (might be indirectly via some other unit).
