The Debian systemd package doesn't do a migration of the
console/keyboard configuration yet so if you decide to blacklist those
sysv services you need to set up and manage /etc/vconsole.conf
yourself and you also need to enable systemd-vconsole-setup.service.
The Debian package explicitly removes the symlink from
sysinit.target.wants.
