maybe it requires file capabilities support?
if so check your kernel config:
CONFIG_EXT2_FS_XATTR=y

CONFIG_REISERFS_FS_XATTR=y
CONFIG_TMPFS_XATTR=y
# CONFIG_JFFS2_FS_XATTR is not set

CONFIG_SQUASHFS_XATTR=y
CONFIG_CIFS_XATTR=y
and similar s appropriate for your filesystem, along with your mount
options
