We have added some ability to optimize the loading of file regex in libselinux
in the F17 libraries.  We might want to look at using this to shrink the 100ms
SELinux startup time penalty.  You could use a prefix for /dev, /var/run and
/run, /tmp and eliminate building the regex for all file context under /usr,
/var/ /etc
