I think I found the cause.

I am also configuring the systems for serial console, but I hadn't
bothered to connect the serial console yet.

When I did, there was a prompt asking about fedora configuration
instead of the normal login prompt.

I finally told it to continue and then I got a normal login
prompt and the console stuff magically started working as well.

Does anyone know what package or thing was doing the
text prompt on the serial console?
